
When stretching out a circular face for example be able to stretch in 2 axis to retain the circular shape instead of pulling it to an ellipse and remaking it circular.

Please note that if you hold the Shift key down while dragging any ball of the Move manipulator, then the scaling will apply to the whole selection rather than one direction only. You may find this demonstrated in this video, at 1:54.
So, to address your specific concern, if a circular face is being scaled by Shift-dragging the balls, its shape should stay intact. I hope this solves your issue! If you meant something different, please let us know.
