Rotate around axis perpendicular to screen#58

Sometimes I miss the possibility to rotate on the screen plane. In Onshape this can be done with the arrows noted in red in the attched picture (or Alt+drag mouse). Possible interfaces on Phi could be: Shift+ arrows, or Shift+drag mouse.
